Is it anymore shallow than the phrases "made in america" or "shop local"? This is the disconnect that got Trump elected. The vast majority of people have great pride in their country. They believe in American exceptionalism. When you smugly say I don't know what America first means, to me you are saying you don't know what it means to be American. It means you care very little about putting the interests of the country first. Lindsey Graham cares more about the interests of his donors and backers than he does about the actual people he represents. I bet he doesn't have the balls to walk into the small towns and factories from Michigan to Pennsylvania and and tell those guys to their face he doesn't know what America first means.
