TSB says its 19hrs of labor to fix. I've checked with private shops but this seems like something I would rather a certified Ford tech work on. I'll keep researching.

If it's not in warranty, why would he pay more to let a Ford dealer profit from this?

It says 8.9 actually. Sounds like your dealer is trying to hose you. TSB 14-0194
