No. The speech laws in Germany are stringent, but the media isn't state-controlled. Axel-Springer and Bertelsmann are among the largest media groups there. In contrast ITAR-TASS and RIA Novostl are among the largest media groups in Russia with a fair bit of state ownership.
Putin has had a very antagonistic relationship with media members, with accusations of murder flying around fairly frequently.
