I've never given a cent to the homeless or anyone soliciting money, but the ones in New Orleans are more frustrating. However, the Baton Rouge group does a better job of fricking up traffic.
There is a fella' who sets up shop underneath the I-10 overpass at Poydras who my girlfriend and I have encountered on separate occasions. He immediately sprays your windshield and then "cleans" it if you are waiting at the traffic light. I did not make eye contact with him or indicate whatsoever that I desired to have my car washed. Still, he did it anyway. I felt no obligation to pay him for a service I did not request.
On another occasion, I was driving down St. Charles with my little sister after eating at Guy's Poboys. I had about half of shrimp poboy left that I didn't feel like saving for later. We drove up to the light at the US-90 overpass and I called over a homeless male and offered him my poboy. He replied, "What is it?" And I said, "Grilled shrimp." He proceeded to take the food and offered no sort of thanks or gratitude.
