Even that sounds kind of phishy. Like someone could have broken into one of your accounts and had seen partially sensored info like XXX-XX-9999, and just used the social engineering to make it seem like having that much info will get your trust.

It is definitely fishy, but more plausible than someone outright asking for your entire social security number when they called you about a fraud issue.
