More likely organized crime will start smuggling it in, or soft drink drinkers will vote the economic morons out of office.

Isn't that the general reason (or one of the general reasons) for adding a tax like this - to drive up prices enough to reduce consumption?

Only a liberal would see it as a way to make money for the gov't but expect his or her constituents to not be the ones footing the bill.
