It can be. The wedding party massacre cited in the article, where most of the victims were women and children, creates more problems and enemies than you solve. Friends and family of the victims are more likely to become insurgents or terrorists in response to these crimes, and they should be classified as such.

So?
If you look at what you're saying, you find no culpability with these "family and friends" that had no problem with these butchering and murderous terrorists...actually supported them enough to show their respect for them by attending their funerals or other ceremonies.
