It appears Esteban Santiago is a "Targeted Individual" (TI).

So they create a narrative of Santiago without mentioning his history of association with ISIS and radical Islam. If there is no link, then so be it, he is a lone wolf, but it appears that he has a relationship with ISIS that should at least be debunked, if it is false. Clearly, he has ties to ISIS, even if he is only watching their videos on YouTube, so we can't discount it.

At this point, it is just as wrong to assume that he is a lone wolf who is loony tunes, as it is to assume that he is a radicalized terrorist. The truth may be somewhere in between.
