Well i'm not buying that they planned it a year ago. I find it interesting that it's the left leaning news organizations that mention "already planned". Common sense would tell most that a business friendly policy is more conducive to keeping jobs than one that is not.
I do believe that the option to build in the US was considered previously, but i think that Carrier and Ford's decision to stay, pushed Fiat to stay as well. The dominoes will fall in line.
