The USCG and ICE already lump under the Department of Homeland Security. The missions are different and I really do not see a benefit of combining the two.
FYI, the USCG was under the Department of Transportation until around 2004.

Not arguing with you, because I am genuinely curious. How is it different? They are both guarding our borders.
ETA: Missions can be changed. It seems a lot of things are changing.
