The armed forces are governed by Title 10 and Title 32 (National Guard).
The USCG is governed by Title 14.
They are not the same. The USCG is more compatible with the Border Patrol than it is with the U.S. Navy.

That's kind of what I'm getting at.
We have traditional military.
We have the Coast Guard.
We have border patrol.
Why so many divisions? Seems some consolidation is in order.
