Probably, because like many bureaucracies, it's not necessary.

You'd think an ethics office would be the most necessary bureaucracy

Plus this move doesn't get rid of it, it just rids it of independence.

Is suspicious of all government. Thinks one government party's motives are reasonable and mostly correct.
