I have posted numerous links and anecdotes concerning Obama/CIA/DOS ties to Sunni extremists in Syria, I'm not sure this is even a secret. The info is all open source.

I don't believe this "obama meant to allow ISIS to rise." I don't like Obama, but I don't believe he intentionally tried to encourage a radical terrorist group to grow. I believe he was given bad advice / intelligence, much like Bush and WMD's. Bush trusted that his info was correct but it wasn't.
Sorry, I'm just not cynical enough to believe that our president knowingly encouraged the rise of groups like ISIS. Did he make a decision based on bad information? Maybe. Did he make a bad decision either way? Maybe so.
