is there a way to prevent a loophole of picking up and rostering injured players? Similar to Bell going down last year. He would have been a great stash for a team in last place looking to keep him with a 16th round pick

You should make it to where a player drafted always keeps his draft position, regardless of if they were dropped or not.

Forgot to mention that if a player is picked up while injured or suspended and doesn't play another down the rest of the year, then he maintains his keeper status from the draft. Bell last year would be a good example or Adrian Peterson from two years ago with the suspension.

If a player gets injured, is dropped and picked up by another team, but then returns and plays again, then his keeper status resets. Examples would be Donte Moncrief and Sammy Watkins this year.
