I started a thread about this yesterday to have a sort of POC conversation. What is the definition? Who qualifies? How is it determined and proven?
It wasn't a great conversation, because no one has any answers to the questions. Like you just said, Asians are minorities in the U.S. However, they are not considered minorities regarding college admissions. Why?
What is a hispanic? Who determines such things?

Well, it's a discretionary determination made by those bureaucrats in control of the applicable governmental agency dispensing hand outs. There is no prescriptive basis other than to diminish the historical power of "whites" in this country.
Hence the seemingly contradictory status of Asians. Affirmative Action was initially instituted as a means of helping Blacks in this country, who were viewed as facing a very particular set of historical disadvantages. It was never meant to be applied to women (as women), Latinos, Asians, etc.
However, when it began to be wielded as a sword by bureaucrats, it became useful to include every "minority" under the sun. The problem was that certain minorities became successful despite the supposed prevailing racism they faced. That's when Asians could not be considered a minority anymore for purposes of certain things like college admissions.
