Republicans hold a majority of voters in this area and McCroy received approximately 20,000 fewer votes than the Republican Lt. Governor from those voting districts.

They were fricking pissed at McCrory for I-77 toll roads. It's expensive as hell and it runs right through his biggest base of support in the burbs which was idiotic on his part.

No worries. It'll pass in January. True that not every Republican voted for the repeal, but it is also true that no Dems voted for it either. The Dems don't want to give McCrory anything to crow about before leaving office.

While the General Assembly gets blamed for this mess, the blame should fall on the city of Charlotte. City council was advised by the state not to pass the local ordinance because it did not have the authority to do so under state law (NC has some weird legal structuring - Raleigh weilds too much power).
City council passed the law anyway, and here we are. Now, the council repealed it's ordinance this week, which prompted the special session. The votes were supposed to be there for repeal, but BOTH sides are acting like little kids.
Once the new governor and reps are sworn in, it should be done pretty quickly.

Some of the local legislators were pissed off that Charlotte put a deadline on the repeal. The legislators didn't trust the city.
