I think he said he does not want to use the phrase "drain the swamp". Which now that he is the top of D.C. Not necessarily good to have it referred to as a swamp.
Does not mean he is not going to oursue some common sense reforms.

It's always been referred to as a swamp because the city was built in a fricking swamp
