This is interesting. Usually it takes a year or so to get recruiting going with a new coach--most 1st year coaches have underwhelming 1st classes. But Herman was in Houston, not Michigan. It's only 2 1/2 hours from Austin. Seems like he should have already evaluated and developed relationships with these recruits and their parents and coaches already, no?

Houston likely wasn't recruiting the same caliber of player as he needs to sign at Texas, at least in great quantity.

some of the overlapping targets likely considered UH in passing and not seriously, so now with herman at UT, you pretty much have to start some of those relationships over...since the kid may likely take a Herman/UT offer much more seriously than a Herman/UH offer.

That's what the Texas fans thought. A few of the many negative quotes from the UT 24/7 board that are available for anyone to read. They say he is whiffing on players who were committed to him at Houston.
