Let me ask it like this...when you say outside of a Disney property do you mean just not in a park or nowhere that is operated by Disney or their affiliates?
For example, there is a ton of Disney resort dining that is family friendly (Ohana! or Hoop de Doo Review for example). Then, there is Disney Springs which is technically Disney property but the establishments are not run or managed necessarily by Disney. Then you have the Swan and Dolphin which are also not owned by Disney but are basically between two Disney theme parks and are leased to Disney.
If you're just looking for something family friendly not in a park I'd suggest Ohana, Hoop De Do Review, Raglan Road, Spirit of Aloha Dinner Show, Whispering Canyon, Splittsville to name a few.
FYI - Chef Mickeys is similar to Ohana in that it is located in a Disney Resort and not actually in the park.

I should say a restaurant not operated by Disney, We do have one dinner at a T-REX in Disney springs.
