More than likely, the grandfather's son is a piece of shite, either missing from his daughter's life completely or in and out of it when he is not high as a kite.
And you can almost bank on the mother, wherever she is, being in the same condition as the deadbeat dad.
Grandpa is just trying to do the right thing - have a relationship with his granddaughter and provide some stability in her life. Unfortunately, grandpa lost his nuts a long time ago after marrying grandma.
TLDR. This country is fricked.
