Have your kid evaluated. It is expensive, but can really help you get an understanding of where he falls. My youngest son was really struggling with similar issues. He hated school. Twenty minute homework assignments took 4 hours.
We did the simple questionnaire with our doctor, and then did a more comprehensive examination with a psychiatrist. The diagnosis was ADHD, and stimulants were the best course of action.
It has resulted in a tremendous improvement.
