The article says that Congress extended sanctions on Iran which violates the agreement. If the US has already broken the deal why would Iran abide by it? Sounds like there isn't an Iran deal at the moment.

This is gonna sound crazy but maybe Obama should have negotiated a treaty instead of a "deal".
