I'm hoping that this is just the granddaddy of all victim plays. We all know that dems like voters stupid and afraid with a side of angry. The "Russians stole the election" narrative plays on the emotions of generations of voters raised throughout the cold war. Voters who grew up on Rocky IV and Red Dawn.
I think they may just beat this drum until 2020 and hope to delegitimize Trump, sow fear, and set the table for a huge power grab in the name of "national security".
That's what I hope will happen. The alternative is far more frightening.

Tampering means interfering with actual voting machines, ballots, etc.
Even if it's proven they hacked and released DNC emails, there is no way to quantify the affect that had on the election.
It's interesting from a security standpoint, but has no bearing on the presidency.
