A thought: has the blower been acting up in any other ways lately?

Can you make it spin at high speed by setting the fan switch to "on" at the t-stat?

I've seen blower motors have some damage in the windings that don't allow for appropriate speeds.

Maybe also try putting a fresh capacitor in the blower motor.

It seems the one in question does not blow as hard as the other unit.
