Definitely sounds like the NIC in the dock has gone bad.
He's able to ping the router through the docking station so it's unlikely the problem is the NIC.

Update.
RJ45 to USB adapter just arrived. I unplugged my Ethernet cable from the docking station and inserted into adapter. Quick install, no issues. Tested speed on Eatel's speed test page, again no issues.
Typed in 192.168.10.1 and still not able to get in. Don't think it is the docking station.
Swapped computers. HP Spectre laptop (about a year old). Plugged in adapter to USB port with Ethernet cable. Tested on Eatel's speed test page, no issues here.
Typed in 192.168.10.1 and I am able to log into my router's home page.
So ... it has to be an issue with my Surface Pro 4 ... the question is ... what is it?
The HP Spectre uses Kaspersky Total Security, the same as my MSP4. Both systems use Windows 10.
I'm running out of ideas for troubleshooting. I've never seen anything like this.
