Yes. There's a budget for everything. I doubt the president personally pays for anything, and it would be difficult if he chose to. They take all of your credit cards and other such effects and stick them in a safe.
Most presidents dress well, but not too opulent and yes, there is a tailor. However, you'd be called out if you had a closet full of $10,000 suits.
Unless you're a democrat, namely Michelle Obama, in which case you can do whatever you want and no one will say shite.

If I'm not mistaken he has to pay for his own food.

Obama has a closet full of $5,000 suits. Pretty ironic when he gives his "economic disparity" speeches while wearing one.

That's not necessarily true. Designers will often donate clothing to the FLOTUS. It gets their name and designs out there.
