There's 2 ways to go about it.

You can either apply in April for the draw or buy an OTC license when you arrive. When I did it, the 1st and 4th rifle seasons were draw only. These were only 5 or 6 days seasons. The 2nd and 3rd rifle were OTC, and were 9 day seasons. The bow season opens in early September I think. Muzzle loader is right after.

For the draw, you request what season, Game Management Unit (GMU), weapon and sex of elk you want. You get a 1st, 2nd and 3rd choice. Like 1st choice would be an either-sex bow hunting tag in a good area. 2nd choice could be a cow tag muzzle loader in a different GMU.

Most OTC tags are bull tags in the non-trophy units. We hunted the Navajo Peak area just east of Chromo. You can drive and camp near the top of the mountain. Check it out on Google Earth.
