I am downvoting all the people that say they have or have friends who have paid for violations with change.

I paid $62 and something in loose pennies in Stillwater,OK for about 4 downtown parking tickets. That shite was HEAVY!!!
They had a "metermaid" that was real hardassed biotch about her job before they eventually installed actual meters. The little loan office I worked in there had no parking for anyone, including employees, except out front on the street. That biotch would come around every 3.25 hours on the dot with her yellow chalk on a stick marking tires for the 3 hour time limit. Ever tried moving your car/truck every 3 hours in a freezing, windy, wet, middle of the flat plains Oklahoma, late January/early February winter storm?
The business next us was a music store (instruments not hard copy CD/DVD/albums) and the other side was vacant. Not like there a big push or demand for the spaces.
Biotch came in the next day and tried to tell me not to pay tickets like that. I told her to get out of the office and as long as she wrote me tickets, I'd pay them like that every damned time! (I had a few individual tickets before and after I could stuff with pennies and nickels and fit into the dropbox.) The next summer is when they installed meters.
I can fully understand the OK State and Highway Patrol offices signage informing "No forms of cash accepted, only money orders and certified checks" which is legal (call the Comptroller of Currency or US Treasury to confirm if you doubt).
