That’s what happened in Humble, Texas, in May 2013. Two women grabbed an armful each of shirts from Macy’s in a suburban Houston shopping mall, climbed into a car driven by a third woman and drove away. All three were black.

The shirts were valuable enough that the crime qualified as a felony, but police would not figure that out until later.

A Humble police officer caught up with the women as they were pulling out of the mall, and chased them as they tried to speed away.

We didn’t know what to do. I’ve never been in this situation before,” one of the women, Ashley Howard, later told an officer from her hospital bed. “We just completely didn’t know whether to stop or keep on going.
