Indeed it would. Just look at NCAA Basketball. 68 teams are selected and are still at least 5-7 teams bickering about not being chosen.

You can't reduce it to straight metrics. No one weighs wins and losses evenly. That gave us the BCS computer model and a) it still sucked and b) they had to combine 7 computer programs and take the average.
