Yes, which is why there is no reason for it.
The goal of a season is to find the two best teams to play each other.
If you are the 8th ranked team, you have no business competing for the #1 spot.
I like it how it is. #1, #2, and #3 usually have a case to be ranked #1 or #2. #4 gets in because they need an even number of teams, and some years even they may have a case for being ranked #1 or #2.
Everybody else can frick off.
