given Thomas' role is kind of unprecedented in CFB, I really don't know all of the rules around it

Thomas has been recruiting in jenkins' place, so it could be him.

Typically off campus recruiting is allowed only for the 10 paid, full time assistants but they got some kind of waiver after the firing for Thomas to replace Jenkins as an off campus recruiter.
I don't know what that means for the next cycle now that the staff is permanent. They're probably still okay for now since there is an opening following the BDP dismissal.

Thomas. They did an appeal once they hired Pete.
Austin Thomas visiting Stevens for one of his games is the main reason Stevens recommitted.
For that game UGA sent Tucker and Lane was there for Bama. Both those guys stayed there for a while but didn't want to be the 1st to leave. They made a deal to both leave at the same time not knowing about Thomas.
Thomas stayed there the entire time and was still there after the game ended. Barton Simmons was there and watched the whole thing play out.
