I think everyone knew the election was over by about 9 pm but they didn't want to call the last couple of states until they had heard from Hillary's camp that they were going to be conceding shortly. Everybody was watching thinking the same thing (this is over) for like 3 hours with basically no developments and then Podesta came out and claimed the race race was too close to call and the campaign would reconvene in the morning. This was clearly just a charade so that Hillary could avoid a concession speech that night due to her reported meltdown. As soon as Podesta stepped off the stage the networks all decided they were comfortable calling the last few states.
