I'm not sure but what I am sure about is this is how the cabal or whatever you want to call them control people. They will find people with these proclivities, give it to them and then use it as blackmail to control them. This is why it happens worldwide and is not isolated.

Who was the arms inspector that eventually got caught boxing the clown in a Burger King parking lot? There was some stuff about him engaging in pedophilia in Iraq and then being blackmailed with it to report favorably. Ritter, I think.
