In OP's scenario there's no parliament to contend with but the same idea remains.


He was still the only British crown head between Magna Carta and Cromwell to get his way more often than not.

For sure. His advantages started with a full treasury thanks to his father, a genius advisor in Wolsey and then even more so with Cromwell, and a weakened nobility thanks to his father.
