This has been the general observation of our Missouri legislature. I have a friend who is approached for donations regularly. He now asks each state legislature member when they solicit him why they voted the way they did on issue XYZ. They rarely have a good answer.
I have an acquaintance who ran for State house a few years back. We laughed and laughed. And then he was elected. And now, due to term limits, he's a state senator.
