Wrong, but keep editing until you are happy. All transactions with visa/Mastercard go through interchange and are governed by their system first, then institutional control. I am done with the his, good luck with this and get your money back.

There are completely different regulations for debit and credit.

Money from a debit card is removed from your bank account as soon as the txn posts. Please explain how this is the same as a credit card.

Please explain how a debit card with a VISA logo is covered under FCBA?

The fact is that is NOT.

Visa and MC have their own policy that they claim protects consumers for unauthorized transactions over their network. Its not protected by FCBA. Read the fine print. They put in exceptions to this policy that doesn't exist on credit cards backed by federal legislation.
