Only 4 times has the popular vote not won the Election FWIW, and only once in modernity.

NY metro is 18 million
LA county is 10 million
SF Bay is 6 million
Chicago is 5 million.

you start with that, you likely win.
Plus currently Dems are strong in the megalopolis from Arlington VA to Boston Mass.
