Lots of ways. Raise the penalty to force more people into coverage and lower the overall cost per person, find a way to convince the holdout states to expand Medicaid, reinstitute some of the parts Republicans gutted, etc etc.

Their plan was to get more people on health insurance at any cost, change the rules so that private insurance is not feasible, and then switch to single payer.
Nobody in their right mind thinks insurance can cover pre existing conditions and remain viable. It's ludicrous on its face.
Nobody in their right mind thinks you can put freeloaders into a system, maintain the same level of service, and drive down costs for non-freeloaders.
