Out of the pocket means nothing, otherwise everytime there is a deliberate rollout you can just destroy the receivers. His holding arse got burned on the long 3rd down.

Well you can and teams have done it for a bit.

What you can't do is just clean the WR out with a high hit when he isn't looking. That is a penalty regardless of the situation.

Not to mention that there was also a late hit on the QB imo (along with a late hit to the head the previous play) and PI on thomas

Not true. You can't have illegal contact if the QB is out of the pocket.
