If I was just getting into it, I would find a used one at a pawn shop. (Eta : A decent one, not some ancient aluminum arrow slinger)

Take it to a bow shop and buy a dozen new arrows. I'd think most bow shops would look it over good, tune it up and help you get started for the price of a dozen arrows.
