I got 4 bids for my pool, deck, outdoor fireplace... 2 agreed to the 30% hold after the punch list, and 2 did not. Oddly, the cheapest and most expensive bids were the two that wouldn't agree. I went with the 3rd highest (wasn't that much higher) because his office was closer to my house, he wasn't a national chain and has been in business here for 25 years. I don't mind playin a bit extra knowing he will be around to honor the warranties. Plus, he was the only builder that put in writing that he would honor all warranties personally, even if a sub went out of business.
