No it's not. Titanium, especially the common 6Al4V alloy, is easy to cut. It's softer than even cheap stainless steel alloys. Tungsten carbide rings are another story, they are very hard and difficult to cut without diamond coated abrasive discs which not all ER's have.

You'd think an ER would not only want but could easily afford a dremel and some cutoff wheels.
