Mine on Android isn't tied to Bluetooth and is extremely accurate, unless you're in a garage.
The reason I know it's not tied to Bluetooth is one time I took an Uber and it told me I may have parked there. However, it still knew where my car was actually parked.

Like I said before, the chances that bluetooth is the exploited technology being used is very low. It is much more likely to be the other methods I mentioned on page 1.
Edit because it is late:
This sounds like a combination of technologies. Last previous "handshake" with a known bluetooth network + GPS tracking (to know where YOUR car was) plus GPS tracking working alone to know where you were currently. (You had to enable GPS for Uber to find you)
This is just a guess based on how I would do it.
