what do these numbers mean?

On Oregeron, you would need to bet $100 to win $2300
The -115, on Herman, would mean you would need to bet 115 to get 100
The odds put Herman as the favorite. The "-" indicates the number you would need to bet to get $100. The "+" indicates the number you would get if you bet $100
If you bet $1 on O, you'd get $23
