Definitely seems to be a bomb that was planted in the Capitol prior to the SOTU, which would suggest an inside job. As far as taking him to the White House, that's where all the surviving joint chiefs were, the bunker underneath. (Plus, may have been too expensive to get footage of AF1 to use for a pilot before they knew if the show would get picked up or not.

I enjoyed the premise of the show, and will continue watching for the time being, but I agreed that the White House wouldn't exactly be the 1st place they took the new President after an attack. Also, I would think that the designated survivor would not be in DC, but in a NORAD bunker or something similar.
