Miles has been able to win at a consistent enough rate to keep his job for 11 years now
below average coaches do not have that type of longevity

I don't say that Miles is below average overall, but with his outstanding ability to recruit and his incredibly poor gameday coaching prowess, he is a middle of the road coach in an elite position from a resource and compensation perspective.
