Im guessing its the secondary pan. The white pvc pipe all the way on the left is what is draining outside.
The little pipe that is wrapped, is what looks like the primary drain, but that 90 degree bend is definitely going upwards.

Does the big pan have water in it? It should not, that is more than likely your secondary pan that is filling up because your primary pan/drain is clogged, you need to blow out the drain pipe with compressed air followed by a good dose of bleach and you will be good to go

Take the cap off the little pipe sticking up and blow it out with an air compressor and add bleach, if the clog is down stream from there you are good, if not follow that pipe back to unit and clean it out

agree with the others...the drain from your main unit is stopped up and you are seeing drip pan draining outside of your house. it is built that way on purpose to notify you when the main drain is clogged.
