I'd make the decision more on what's suitable for where you want to place it. The biggest difficulty with a tripod is it's difficult to conceal yourself. You'll need the drape that goes around the lower part for sure. Other than that it depends on do you need a 360 degree view or just 180 degree. As far as heights go you'll get used to both. 16 feet really isn't that high. I'd put a safety line on both but that's just me. I almost exclusively hunt hang on stands above 16 feet.
