To me the rule should change to have allowed for that untimed down. If a team is leading and commits a turnover and a penalty against the offense occurs there should be an untimed down. As for the question the answer is no.

That's my opinion too. You should NEVER be officially rewarded for breaking the rules.
It seems to me the rule about no untimed play makes sense only if it is not 4th down. When there's no change of possession, you would be rewarded by getting an extra play, and the current rule prevents that, but in the very specific situation we saw, where there is a change in possession, calling the rule as written rewards you for 'cheating'.
What the rules committee ought to do is publish a clarification that makes what the refs did the correct call from now on.
Does the NCAA have a catch-all rule about 'the refs can do whatever, to keep the game fair'?
